macOS aarch64 package creation & support

For a better developer experience, the APM Server is now also supporting building for macOS aarch64 architecture (https://github.com/elastic/apm-server/pull/8732). This is only for local development and testing, there is no official support (yet).

We need to reach a conclusion whether this should be officially supported. Every supported OS adds maintenance and test overhead, therefore we need to be cautious when adding new systems and there should be a clear value and use case.

The Elastic Agent officially supports macOS aarch64 since 8.2:

As of 8.2+ releases, MacOS binaries support x86_64 and aarch64 and accomodate Apple's M1 and M2 chipsets
