What does this PR do?

Honour the directories as explained in https://github.blog/changelog/2024-04-29-dependabot-multi-directory-configuration-public-beta-now-available/ for the GitHub composite actions

Why is it important?

Simplify the entries in dependabot

Maybe the upcoming feature with * support might help
