Make `slugifyUrl` depth configurable

The slugifyUrl function allows for a configurable depth variable, defaulted to 2. This is not user-configurable and the transaction service does not pass a value for depth.

This should be made a configurable parameter so that users can select a custom path depth for URL slugs.
