Feature keystore

See the README_KEYSTORE_SSL.md file. This pull request adds support for uploading SSL Certificate Authority files for the output Elasticsearch Cluster and the monitored cluster. Adds support for beats keystore secrets.

Since this is a community submitted pull request, a Jenkins build has not been kicked off automatically. Can an Elastic organization member please verify the contents of this patch and then kick off a build manually?

Seems like the CLA checker is broken? I'm still hoping to see this merged eventually as well! I got an email saying this was stale, hopefully it dosen't get dropped.

Can someone remove the extra file tasks/beats-ssl . This file already exists as tasks/beats-ssl.yml
