Translation updates notifications

If translations are updated, I'll comment here so subscribed translators are notified.

Translations have been unified to just one file per language. I'm looking for a way to ease updates and make them independent from app releases.

I've pushed a few new translations (related to the rate limiting error). After the Spotify update translations will be handled through an external tool, so don't worry too much if your language is incomplete right now :)
