Can't initialize VAAPI with the Vulkan Beta 580.94.06 driver

As the title said, VAAPI fail to start with the latest vulkan beta driver, on the other hand VDPAU, vulkan video, and direct NVDEC via ffmpeg (via mpv) still works. I'm on CachyOS rolling with a 1660 Super, and the beta driver is installed via TKG's nvidia-all PKGBUILD. Let me know if you need more info.
