[Task] Move nodegroup related tasks to actions package

This ticket specifically refers to the following tasks: NewTasksToDeleteNodeGroups, NewTaskToDeleteUnownedNodeGroup, NewManagedNodeGroupTask and NewUnmanagedNodeGroupTask which should be moved under actions/nodegroup
