Add support for respecting proxy environment variables

Attempts to address the issue in https://github.com/ekristen/cast/issues/36 by incorporating the library change from https://github.com/google/go-github/pull/2686.

Hey @ekristen, just wondering if you had any issues with this change? Let me know if you'd like me to provide debug output or saltstack logs, etc from my testing in a proxy environment. Thanks!
