Random events
These will be generated by scripts. I started on this but the scripts kept crashing.
Now that mods are no longer stored in the savegame, testing this will be quite a bit easier...
To deal with the script crashing issue, I'd like to move the event code into the main game code now. Eventually it can be moved back out into external C# mod scripts but for now let's just get something working.
