Refactor no-rebase logic to not use env var kludge

This pull request cleans up the handling of the no-rebase flag/configuration behaviour.

Sorry about the long delay. This looks like a great change. Can you please rebase on origin and re-push this branch, that should trigger the actions and then we can merge this.
