CI turn around has become very slow
Is your feature request related to a problem? Please describe. The reporting on the eicweb/eic_container has become very slow recently. This is limiting the rate new PRs can be merged.
Having a slow turn around on CI reporting is conflicting with the philosophy of making several smaller pull requests.
Describe the solution you'd like Try and limit the time required to wait for reporting to 30 minutes.
I think, the current issue is that the volume of contributions is slightly up. There is ongoing work to fix container layer that broke caching https://eicweb.phy.anl.gov/containers/eic_container/-/commit/e266a4e6140739d665b185ff5477e8f119745a9c. I hope, we can see some performance improvement through that. We also may need to stop running "stable" benchmarks for PRs and stick to "nightly".
