Tracking Outer Barrel Stave Implementation

This talk details the work that has been done to test the impact of implementation of staves on the tracking outer barrel. But it needs to be ported from external repo to main epic repo. We also need to check if this design change has been communicated to project.

Here is a branch with a new version of the repo
This was created by Long Li. (@longlibham @lilonghep ?) I uploaded the code that I had debugged and added a detailed readme. It's not yet clear if we will want to use this on the main epic repo - it may be too much detail and it would be better to use this version to test the accuracy of a simpler geometry.
