Imaging Barrel Calorimeter: first imaging layer Acts should have support

Is your feature request related to a problem? Please describe. The first layer of the imaging barrel calorimeter functions as a tracking layer. We should add the necessary Acts support to the first imaging barrel calorimeter layer.

First step:

• write the appropriate Acts geometry parameters in the geometry plugin

Possible approaches:

• continue writing SimCalorimeterHits, but add a converter to EICrecon for layer=0 hits,
• duplicate the function of the first layer to write both SimCalorimeterHits and SimTrackerHits.

Do we have the time in the SimCalorimeterHits? It is part of SimCalorimeterHitContributions, so we can probably use what's used in the calorimeter hit digitizer (time of first contribution).
