integration with vue-cli

I propose a feature for POI, the possibility to init poi project with vue-cli.

this feature allows to have poi directly in the possible developments provided by vue-cli.

With that, it's really interresting to plug poi with the vue ui part

It's possible to create a vue-cli preset/plugin that allows you to init new Poi projects using the vue create command. But that's all you can do, you still can't use other features of vue-cli for your Poi projects.
