Support overriding local repo

Leiningen https://github.com/technomancy/leiningen/blob/stable/sample.project.clj#L135 and Maven https://maven.apache.org/guides/mini/guide-configuring-maven.html both have mechanisms to override the location of the local repo - it's not always going to be $HOME/.m2/repository. There are organisations with locked-down Windows PCs where you have to be able to override this - this is definitely an edge case but something early versions of Leiningen forgot and caused issues for people.

Completely agree I have support for custom local repos in there already. I can probably add a test for it to highlight it
