Ease stack redeployments

Ease the redeployment of stack by allowing not to have a compose file pointed at by the machinery stack deploy command. When no file is provided, the name of the stack should be taken out of the list of known applications and a (re)deployment should occur. This should be mostly the same as what happens when running machinery reinit -steps apps but for a single known stack.
