Precheck passes with default user_project_wrapper layout.

Several (12) designs submitted to mpw-7 had the gds, user_project_wrapper.v and user_proj_example.v equivalent to the default user_project_wrapper. These layouts are probably not what was intended to be taped out and should fail precheck.
