tapeout script updates

Tapeout scripts needs updating to incorporate the new blocks, especially mgmt_core_wrapper. The script scripts/tech-files/build.tcl is basically the same as make ship but updated. I think we should be using that.

need to review for future. today we use gds for mgmt_core_wrapper on purpose.
