Blur the line between civilians and suspects

It would be 1000x more tense if the SWAT AI didn't give you cues as to whether a person is a suspect or a civilian, and it was harder to tell who is what.

Examples:

  • Mirror results should say "1 person, unarmed" if the person is not actively holding a weapon
  • SWAT should announce "Don't see any weapons..." instead of "suspect is visible" if the person is not actively holding a weapon
  • Some civilians should be made to look like suspects in cases where it's appropriate (A-bomb, for example) and some suspects should not be holding a weapon by default (Jewelry insiders, for example).

We can probably augment this with the use of an archetype flag (like Insane) that clues in some special behavior (for example...on Children of Taronne, both Bring Order to Chaos and Rescue All of the Civilians should both complete at the same time because we can't tell suspects from civilians...)

would be preferable to have this as a new game mode, so you can have both vanilla and this. I've messed with gamemodes class , it's doable to create a new one.

I don't think this would need to be a separate game mode. Sounds like a good change.
