Encoder lock feature

Add possibility to lock encoder by push and hold its switch for prolonged time. When entered lock mode on each encoder action display error message like "Encoder is locked. Push and hold it to unlock." When unlocked display info message "Encoder unlocked".

Instead of only locking: Please, make the encoder push configurable in the same way as the user switch thru a long press. Locking the encoder is one possible option in this menu.
