I would like fxlauncher to display "what's new in this version" information (I know this is possible) then ask user if he/she wants to continue or cancel the installation of the new version. Does fxlauncher support this feature?

No it doesn't. It shouldn't be too hard to make though. Unfortunately I don't have time myself right now.
