More robust hotkey manager

The current hotkey manager only allows changing hotkeys for spells, a complete hotkey manager would allow to also change hotkeys of the game interface, windows and player controls like walk, turn, etc

Probably will need editing few modules, but shouldn't be that hard. I even tried to do something, just cannot disable console without disabling it permamently ;d

aaaaaand it would be nice to have ability of binding mouse keys also
