publication tags: the "edit" button does not allow editing, only deleting

No a huge deal (low priority issue I think). Still, slightly confusing UI. Also, as I cannot copy the text of an existing tag, I have to delete first, then recreate from scratch. Again, not a big deal because tags are usually short

PS: also notice the low-constrast modal perimeter (important todo, IMO), and the style of the keyboard-focused delete button / menu item (nit-pick)

an user could delete and then enter a new tag in "Add" tag input

if we're not going to make tags names editable, then let's replace the edit (pen) icon with the correct affordance signal: a delete icon (rubbish bin, like in the popup menu)
