Choose the TCG SEGOC checkbox's default state based on F&L list

See title. If a TCG F&L list is selected, TCG SEGOC defaults to "on". If another F&L list is selected, TCG SEGOC defaults to "off" (the current default).

This would be awesome to have, as someone who frequently does testing for TCG tournaments.

@edo9300 is there anything I could do to make this easier to merge? It feels like a rather small change. Happy to rebase etc. if desired.
