IDMP-774 - Update remaining Commons ontologies to reflect the latest additions and changes to the OMG specification

Several ontologies used in the CMNS library by IDMP-O have been integrated into the Commons 1.2 Specification, with some “tweaks”. The revisions should be reflected in IDMP-O so that once these additional ontologies are dereferenceable from the OMG site later this year, IDMP-O users can immediately take advantage of the work and be in sync with the standard.

This update impacts the Classifiers, Collections, and Designators ontologies in minor ways, and adds Locations, Organizations, Registration Authorities, Regulatory Agencies, and Structured Collections to the OMG library. There will still be a few CMNS ontologies that are not yet part of the OMG standard remaining, but another revision is anticipated in March, 2023 to incorporate them.
