Add support for sm7250(sd765G) Platform

I'm now trying to port edk2 to sm7250platform.but the device refused to boot.is here any guid for port to a new device?

came here for this myself but mine is SM7250-AC , I'll try it once , i did make one for sm6150 (personal project) although no touch or gpio work currently
