What do you mean by "pending vote"? I don't see a vote

@xuhdev There isn't one yet :) . I believe that once the PRs are ready, it will be up to the Board to decide whether to accept them. @ppalaga does that match your understanding?

Are we waiting for other PRs beyond https://github.com/editorconfig/editorconfig-core-test/pull/41 and https://github.com/editorconfig/specification/pull/21to vote about?

Not that I know of. If the Board approves the change, all the other cores will need PRs, but I do not think those are necessary right now.

I am investigating why the vim core failed on Windows.
