Build local docs if not available

Is your feature request related to a problem? Please describe. If the local docs have never been built then sensei fails. It could trigger the docs build in the background and then open de docs after it finishes

Describe the solution you'd like sense builds the local docs if requested and not available

Describe alternatives you've considered not doing anything and failing :(
