added Docker CLI instructions to README.md

Docker Desktop may be overkill if you don't use Docker regularly, it asks for account creation, takes a lot of space, and a lot of time to launch and setup.

Docker CLI on the other hand is installed, configured, and running, under 1 minute.

Hi, thanks for the suggestion. I personaly haven't used Docker CLI. How do you switch to Windows containers with this method?

hi... docker-Cli supports only windows containers on windows 1X
