[WIP] Add stable points for PortfolioConsumerType

This is inheriting the way to calculate stable points from ConsIndShock, which might not be appropriate for PortfolioConsumerType but provides a starting point.

  • [ ] Tests for new functionality/models or Tests to reproduce the bug-fix in code.
  • [ ] Updated documentation of features that add new functionality.
  • [ ] Update CHANGELOG.md with major/minor changes.
