Use numba and fast math for CRRA utilities

@gms158 does this make the CRRA utility bottle necks that you showed us faster?

I know this breaks all the Fast code and I have a good idea as to why. But it doesn't break anything else as far as I can tell. I just want to see if this small change makes the functions faster.
