Update tslib dependency

PR updates this library to use the latest version of tslib (2.4.0) which was released back in April. An alternative change would be change this from a hard dependency version to a version constraint (^2.3.0). I am mainly looking to avoid having two copies of tslib in my dependency tree (2.3.0 from here and echarts, and 2.4.0 from other dependencies).
