restake trying to delegate more than available on celestia

We're using v2.16.0 and are seeing errors like this for Celestia:

If we look at https://www.mintscan.io/celestia/address/celestia19zay5vcgve56rggms2hx9y4gq0vyqggj472f4n, the account only has 0.003012 tia available, but restake is trying to delegate 1.069488 tia?

Fwiw, we're seeing the same error on v2.10.2 as well. Any ideas please why this is happening and how to fix?
