Handle max voting power restrictions

    @tombeynon it seems like restake is working with teritori except in the case where the validator cannot accept more staking

my other 2 validators are restaking fine, just this one that is overcapacity will not restake and only throws that error if I manually compound

I have been manually claiming rewards for this one while letting my other 3 delegations continue auto-compounding and everything usually is fine. Today when I manually claimed from that same validator the transaction appeared to go through, but the reward disappeared. It did not go to my wallet and was not compounded (which it shouldnt have been, I chose "claim rewards"). It wasnt much, but I wonder where it did end up going? This is the 1st time that happened and I just claimed again and it appeared to work fine this time. Just that 1 transaction earlier that was weird.
