Allow users to cascade-delete their technical users when deleting their own account

Minor follow-up on #2503 to optionally tidy up technical users created by a user who wishes to delete their Vorto account. This should be presented as an option (i.e. a checkbox) in the UI modal popping up when you delete your account, assuming you are able to (see existing restrictions in place).
