Introduce HEX datatype in Vortolang

Vortolang currently has no specific datatype to model hex properties, if there is interest in it, we could introduce it.

Worth investigating whether the Java notation for hex (and binary, and octal) integers is truly "universal" enough to be considered as platform-independent, and therefore compatible with C, Python etc.
