Added Windows and Mac OS building instructions to README

This change re-organzes the README file to add instructions on Building for Windows and MacOS X. The following sections have been added:

  • Added: Build instructions on Windows 7/8/10
  • Added: Build instructions for MacOS X
  • Moved: CMake linux instructions to its own section
  • Moved: Cross Compilation to its own section

Visual Studio 2015 or newer isn't true. Visual Studio 2013 works fine
