Apostrophe isn't displayed correctly there. See, for example, 1.3., the second paragraph:

License fees must be paid via a third-party reseller ("Reseller"), chosen by Vendor, under Reseller’s terms and conditions.

You probably need to add utf-8 somewhere in the headers.
