You must sign a Publisher Agreement with the Eclipse Foundation before publishing any extension, but the agreement was signed.

Same here — it started working for me around 16 minutes after signing the agreement. My guess is there’s some async job or cache invalidation delay on the backend before the new publisher status propagates. Might be worth retrying after ~15 minutes with a hard refresh or new session.

This is retarded. The entire publishing flow is broken. You have to sign in, then sign in (again) with Eclipse foundation (bad UX, which required multiple searches to figure out how to login with Eclipse foundation login) and then, even though "You signed the publisher agreement now" it still won't let me publish via terminal or the web UI.

Just ran into this. I also signed a publisher agreement but cannot create a namespace. What's missing?

@kineticsquid Yes, I was finally able to (I think there is some background worker which is only updating the DB of agreement signings every 15 minutes or so, and after waiting awhile I was able to publish. Yes, the process deserves some attention and drastically needs improvement.
