DTD referenced by xml-model does not resolve correctly when URL redirects

When a DTD is referenced using <?xml-model... href="..." ?>, and the URL that href points to is a redirect/multi stage redirect, the schema might not be resolved correctly.

See #1003 for an example of this behaviour.
