Should There be a "WireAsset" Component if no WireAsset Installed?

If user does not install "Math component" package, there are no mach components in the Wire Graph. But there is "WireAsset" component regardless of user's installation of "wire development package" or not, so there is no consistency.

Testflow:

1. Login to Kura as admin/admin
2. Go to Wire Graph and observe the components available - there is also a WireAsset component
3. Go to Pacakges - > instaa a "wire development component" component
4. Return to Wire Graph and try to add wireAsset - this time there are no problems

Expected behavior I suggest that the "WireAsset" component is shown only when user installs such component, otherwise there is no consistency in GUI.
