Update build and dev approach

ImageN should adopt the same basic development approaches as used in the GeoTools family of projects:

  • [ ] Java LTS target: Java 11 minimum supported version, soon to be Java 17 ...
  • [ ] Automated formatting based, making pull-requests much easier
  • [ ] QA Automation, starting with minimal checks
