Introduce target type for target entity

Suggested feature

Introducing the targetType can enhance the feature of target definition. A Target can have only one classified target type. TargetType must have at least one compatible distributionSetType. The compatibility of targets with the distribution set will be checked during the manual assignment, creation of Rollout and target filter auto assignment.
