push GEMOC jars to maven central

In order to simplify pom first developments, it would be useful to push the jars (especially the release versions) to maven central

Additional notes: some jars are already pushed to eclipse nexus, cf. https://github.com/eclipse/gemoc-studio/pull/204

The ticket to enable this has already been done (cf. https://bugs.eclipse.org/bugs/show_bug.cgi?id=559892) now we need to update the build process and jenkinsfile to fully deploy the jars.
