Allow in-layer edges

I want to be able to mark edges as being in layer. This requires the following steps:

  • [x] Remove in-layer edges before CB and LA
  • [x] Readd in-layer edges for port side calculation
  • [ ] Somehow deal with in-layer edges for edge crossings
  • [x] Remove in-layer edges before NP
  • [ ] Add edge routing for in-layer edges
  • [ ] Add tests
