ELK port order on the WEST side (input side) is different than all others and should be changed

All port sides except WEST order their ports from left-to-right or top-to-bottom. If I remember correctly, this is different for the WEST side, which orders them bottom-to-top. This often causes confusion and is a special case for all synthesis that I know of.
