Support golang

To support Golang, we need to document a means of extracting dependency information out of a go build and converting it into ClearlyDefined content Ids.

If sensible and necessary, we can also consider handling a dependency file (like, for example, a yarn.lock file).

We also need to extend the automatic review tool to understand how to find sources with a git/github type/source.
