Validate the project id

I anticipate a couple of different uses for the project id.

e.g.,

• There are a handful of cases where content is approved for use by individual but not all projects (e.g., board exceptions for content under licenses that are not on our approved list).
• Automatically generating IP Team review requests (#51)

The id is only valuable if it's valid. We should check to ensure that the project id matches one that is on our list.
