Auto cycle the timeRangeLabels in TimeRangesChart

For some applications it would be helpful to "autocycle" a numbering component of timeRangeLabels. Eg when a 'Label 1' exists and the user adds a new Time Range, the dialog should suggest automatically 'Label 2' by default.
