Add documentation for important changes to the web site
There are still many users using old BIRT releases (in fact, we are still using BIRT 4.2.1 designer and 4.3.0 runtime).
When running reports with BIRT 4.9.0 runtime, we found an issue regarding the CONCATENATE function (see #838).
Years ago, when we switched from BIRT 4.2.1 to 4.3.0 runtime, we had an issue with the changed default of 10.000 for the row prefetch size (the old Oracle JDBC driver ran into OOM immediately then).
I mean, there are always some details to keep in mind when switching to a new software release - in our case: BIRT.
We should have a dedicated page for this topic in the Wiki.
Apart from #838 which requires a check and perhaps modification of existing old reports, BIRT 4.9.0 requires Java 11 at least.
